For Tyldesley Historic High Streets Heritage Action Zone: Tender for Project Manager Services – Historic Buildings

Following a successful bid to Historic England, Community Interest Company, For Tyldesley is looking to appoint a qualified and experienced Consultant or Consultancy to provide Project Manager services for delivering the historic building elements of Tyldesley High Street Heritage Action Zone (HSHAZ).

The contract involves working closely with For Tyldesley’s Community Support Manager and, in order to provide continuity in engaging with our traders and partners, will require a nominated consultant to be a clear and visible point of contact for historic buildings and support the delivery of our heritage-led regeneration scheme on Tyldesley’s busy high-street. The work will contribute to the delivery of a range of exciting conservation and community engagement projects totalling £3.5million in the town. The project is planned to complete in March 2024.

Tyldesley’s heritage dates back to Roman times and our communities and commerce prospered during the industrial revolution. The town has many stories to celebrate and a strong sense of community. Local people are proud of their history and eager to interact with the town centre and its shops in unique and meaningful ways.

The For Tyldesley HSHAZ has been established to promote heritage-inspired growth to our high street and connect our people’s stories to their place. It is part of a complementary framework of activity alongside other community, cultural and heritage initiatives in the town designed to bring about lasting transformational change.

A map showing the HAZ area, as well as the Projects that were highlighted in our submitted Programme Design can be found in as Appendix A. We have also appended some information on How we expect the HSHAZ to be managed, roles and responsibilities (Appendix B), and a flow chart highlighting key elements of the project managers role in delivering 3rd Party grants and payments (Appendix C).

Budget
The budget for the services of the Project Manager during the Delivery Phase of the HAZ is fixed at an average of £50,000 per annum (£200,000 total over 4 years). This includes all expenses (but excludes VAT, if charged). 

Contract Duration
The contract period is for the provision of Project Manager services from 1st August 2020 until 31st March 2024.
