One of the things that makes annual schools and conferences so valuable is the process as much as the outcome. As much can be learned from informed debate as from the lecture content. Equally draft documents often show the process evolving just as they also reveal gaps in knowledge, misconceptions, missed opportunities and on occasions the potential for taking entirely new directions. Early drafts of PPG15 and the new British Standard Guide to Conservation are two examples of documents which ended up rather differently from how they started but the drafts have an interest in themselves. Many consultations are expected to go through a polishing process -few expect to present a completed picture. Many are not circulated as widely as they should be, some not as widely as they deserve. How many of you have seen let alone commented on the DCMS proposals to merge English Heritage with the RCHME?Government departments seem genuinely surprised to receive more than a handful of responses (as was clearly the case with permitted development in conservation areas in 1994). Representations do carry weight - after all someone usually has to read them and react. On technical consultations, practitioners often feel constrained to comment- perhaps feeling that wiser heads than theirs will do so. In this issue we are able to bring you a document in transition. Formulated at one Technical day and now published for debate before another one, the article on lime renders should provoke great interest. You are invited to react (but not to the Editor). Unless, unusually there is unanimity, a comparison with the eventual publication should stimulate as many ideas as its final content. 3
