Julia Smith, Branches Secretary ihbc_branches@mkcn.org.uk NEWS LICHFIELD CONSERVATION AREADOCUMENT Lichfield District Council has recently published a well illustrated colour guide to the buildings and features of historic interest within the Lichfield City Conservation Area. English Heritage favourably referred to it as "an excellent study which should be particularly useful in the preservation of the character and appearance of the Conservation Area . . . a useful planning tool in relating the likely impact of development proposals on the buildings and areas". Copies are available from Planning Services, Tel. 01543 414000 ext. 2639 at £5 per copy; it contains over 40 colour photographs and 20 maps within 64 pages. Two further Conservation Area appraisal documents are available for other sites across the district, these are priced at £1, and cover a late 18th industrial site and one of the smaller villages. APPEADLECISIONC:ONTRIBUTIOTNOTHE CHARACTEORFA CONSERVATIOANREA A Public Inquiry has held between August and November 1997 following an appeal by the Fulwood Group against refusal by Westminster City Council of planning permission and listed building consent for the use of premises at 3B Hill Road, London NWS as mixed studio/ residential and associated extensions and internal alterations. The existing building forms part of the Grade II listed 3 Hill Road, a mid-nineteenth century house extended in the c.1880s to provide an artists studio and lying within the St John'sWoodConservationArea. At this time StJohn's Wood was a flourishing artist's community with many studios. Among the more celebrated members of this 'Clique' were Alma-Tadema and James Tissot who together with a host of lesser figures contributed innumerable works to galleries throughout Europe. 3B Hill Road is in active use as an artist's studio although it is one of the few that remain. In dismissing both appeals, the Inspector emphasised the contribution made by the studio use to the character of the St John's Wood Conservation Area. Specifically, he stated that: "Although I would accept that the Context57 March 1998 building has little real historical interest in a national sense, it seems to me that the evidence produced at the inquiry shows that it has considerable local interest." and that, ". . . the Council rightly held that the use of the studio as a workplace for artists does make a significant contribution to the character of the area as this has, for well over a century, had very close artistic associations." The Council also successfully argued that the existing studio use was viable - there were no reasons for requiring a change of use on economic grounds. The Inspector also considered that the proposed extension and internal alterations would detract from the special interest of the listed building and the character and appearance of the St John's Wood Conservation Area.
