Access to the Internet is not, however, part of the negotiated package; IHBC officers wishing to have Internet access rights must pay a supplementary fee from their own pockets. Financial affairs The financial position of the new Institute remains healthy. The former ACO bank accounts are now all being closed and brought under the IHBC heading. The need for total transparency and proper conduct in financial affairs was again stressed. The Institute had incurred unnecessary bank charges through the failure of one branch to cash a cheque for over six months. Such irresponsibility would be the subject of censure in the future. It was agreed to investigate how fairly to reimburse Officers incurring telephone or other charges on their personal account for work on behalf of the Institute. Hitherto many of these costs had been borne generously by individual officers; but as the work and professionalism of the Institute grows it is no longer reasonable to rely on this. This total included 23 full members, 1,374 affiliate members (of which 48 are paying the Concessionary rate) and 5 associate members (all paying the Corporate rate). The 23 members at that stage were those (officers and Council Members) created by the Memorandum and Articles of Association to enable the transition of the ACO to the Institute to take place. All other members, apart from those paying Corporate subscriptions (who became Associate members), were automatically transferred to the Institute as Affiliate members. The breakdown of membership by branch at 30 September was 153 in East Anglia, 121 in East Midlands, 200 in London, 19 in Northern Ireland, 50 in North, 89 in North West, 102 in Scotland, 110 in South East, 129 in South, 178 in South West, 55 in Wales, 79 in West Micllancls, 97 in Yorkshire and 20 Overseas. As a result of the changeover from the ACO to the Institute, there have been no new members in the period between 1 July and 30 September. The new application forms and 'membership pack' went out to former ACO members in late August and early September.
