The Mynors is much improved from the earlier edition and is now outstandingly useful in this respect. There is a twentyseven page main index which then refers to numbered paragraphs within the text. Tables listing Legal Cases, Statutes and Measures, Statutory Instruments and Government Policy Guidelines (a further 30 pages) assist further. Cross-referencing both within these indexes and within the text is made very simple. The Cambridgeshire Guide by contrast has a short index of seven pages, much of which is devoted to listing the whereabouts of numbered paragraphs within the 1990 Planning and Listed Building Acts. Although there is a very comprehensive subdivision of the structure of the Contents pages, the reader has greater difficulty quickly locating information by subject. It is irritating that the contents page gives paragraph numbers but the index gives only page numbers: also several index subjects have incorrect page numbers which can be annoying when information is sought quickly. The Mynors method is more consistent and more accurate. Neither book is suited to consumption at one sitting, but the Mynors has a lucid prose style where references to specific legal clauses do not disrupt the overall flow or cogency of the arguments. The Walker volume, by contrast has more of a feel of notes a user might make by highlighting specific passages or writing aides memoir while reading the Acts or the associated guidance in order to improve the sense of the originals or to clarify the legalese but it is certainly none the worse for that. The distinctive approach of each author to the subject provides two volumes which should really be used together. If there is a problem with the Cambridgeshire Guide it is that what it gains, by presenting the law as a sequence of comprehensive summaries, it loses by the constraints of a format which seems to preclude the presentation of an overview. The consistent thread which often emerges from the steady evolution and refinement of the legislation is lost. What is particularly useful, however, is the many, sometimes lengthy footnotes after each chapter, often comprising summaries of Appeal decisions which illustrate points in the main text. Although mostly from Cambridgeshire sources, other significant cases are also included. When the law makers are dormant, advances are made through the Courts and the Planning Inspectorate. A disadvantage of both books is not being able to define the effectiveness of many parts of the codes otherwise so comprehensively described. For example, local authorities may well encouraged by the Government to initiate exemplary prosecutions of criminal acts, but without anyone knowing the frequency or effectiveness of the action taken. Each book will be an invaluable and indispensaible sources of advice and interpretation to which the reader can return and be assured of its authority, and practitioners should try to find room for both on their shelves. If a choice has to be made, the decision may rest on which best meets the reader's day-to- day needs (and to some extent the price). Mynors gives an excellent structured overview and it is easy to find information quickly. One feels the Walker could almost be bound in with the legislation as an essential summary and commentary together with many valuable insights within the footnotes (and the additional material on archaeology).
