FINANCIAL MATTERS The Treasurer again pointed out that not all Branches and subcommittees had yet submitted their annual budgets, or in some cases their previous year's• accounts. He reiterated that this put him in the invidious position of not being able to acOn 30 September the membership was 1,335 members. This totalincluded 812 full members, 462 associate members, 37 concessionary members, 8 corporate members and 16 honorary members. The breakdown of membership by branch is 150 in East Anglia, 113 in East Midlands, 181 in London, 19 in Northern Ireland, 54 in North, 92 in North West, 88 in Scotland, 107 in South East, 133 in South, 165 in South West, 49 in Wales, 71 in West Midlands, 96 in Yorkshire and 17 Overseas. I am pleased to welcome members for the first time from the Isle of Man Government and Aberdeenshire, the London Borough of Ealing, Mid Sussex District, Moray, Pembrokeshire County, Sheffield City and count fully for all the Association's finances; and stressed that under the new financial code no further advances could be made to any groups which had not reported to Council or Executive. One Sub-committee was taken strongly to task for not complying with these rules and incurring a very substantial 'unauthorised' expenditure. SUB-COMMITTEES All sub-committees are now obliged to report at least once annually to Council or Executive as well as submitting a report to the AGM. The Technical Sub-committee is still refining its terms of reference, but has an active group of supporters. It was felt that its most significant task would be to direct any member or third party with a technical query to either the relevant literature or an expert source of advice. The possibility of producing technical advisory notes is being examined, but introduces many aspects of legal liability, financial viability and target audience. The European Sub-committee is also defining its terms of reference and, like the Technical Subcommittee was encouraged to continue investigating both these and its relationship with other UK organisations with interests in this field. The new 1996/97 rates are full and associate members£20, foreign (non UK) members£25, concessionary members£10 and corporate members £75. It was felt particularly important for ACO to continue to expand its horizons not just geographically but also philosophically; the work of the European Sub-committee was seen as integral to this ongoing development. I know it is difficult to remember to pay subscriptions, so I would remind you again that paying by banker's order can be of great benefit. For those who have lost their subscription reminder, please note that the membership account has moved to another bank at the same time that the subscription rates have gone up. It is therefore essential that all members cancel existing banker's orders and fill in a new form of banker's order (obtainable from myself) if they have not already clone so. Do not, however, let this news lull you into a false sense of security. First, I still have no record of receiving 1996/7 subscriptions from 187 members. Secondly, quite a number of you have not updated your banker's orders and are paying too little. Finally, it appears from my discussions with the bank that some members have merely paid their subscriptions by bank giro credit without filling in an amended banker's order form or otherwise notifying me that they have done so. Thanks for these subscriptions, but I am afraid that I have no idea who has paid in this manner -you therefore appear on the records as defaulters. Any defaulters (real or apparent) will be hearing from me soon!! It would be nice to receive subscriptions without having to remind people. I know you are all as busy as I am, but LETTERS Dear Editor, I am currently studying for a BSc in Building Surveying at the University of Salford and am compiling information for my final year dissertation which encompasses the subject of listing twentieth century buildings. The study will feature the effect that listing has had on the building's value, and how conservation officers interpret listed building regulations with respect to twentieth century buildings. Also under consideration will be how owners have reacted to having their buildings listed with regard to internal/external alteration plans, the effect of saving any flawed technology and how the building's original life expectancy will affect refurbishment decisions. I would appreciate views and comments relating to ACO members' experiences in this area, and their thoughts on the success/failure of the modern listing process.
