In its response to the latest Scottish Government ‘Position Statement’ on planning Built Environment Forum Scotland (BEFS) has expressed disappointment that the scope of the review has shifted from major reform to a series of procedural changes.

BEFS has expressed disappointment that the scope of the review has shifted from major reform to a series of procedural changes. BEFS has flagged up the inherent tension in seeking to balance greater community participation with the planning system while speeding up and simplifying decision-making processes. BEFS highlights that the Strategic Environmental Assessment identifies potential indirect/localised impacts on the environment resulting from increasing development. Proposals for extending permitted development rights (to be taken forward following primary legislation) will put more development outwith the scope of the mitigation measures provided through the planning system.
